Space saver wheels are heavy, that's why I suggested scooter wheels, unfortunately the Vespa ones that would look best are only 10", 12" monkey bike wheels might suit but are hard to get hold of.

I'm wondering about how you'd to form the 'Chapman strut' suspension at the back?
The wobbly web wheels could be quite easily formed with some fibreglass wheel discs/blanks
made to fit over ordinary wheels...possibly?

I Probably would use whatever wheels were available, and form some light hubcaps from ABS to look the part. I would also just simulate the rear suspension as well to keep things light and simple. That red leather seat would need to be real though!
